Royal Dutch Shell PLC subsidiary Shell Chemical Appalachia LLC has taken final investment decision to build a grassroots petrochemical complex about 30 miles northwest of Pittsburgh that will produce ethylene and polyethylene (PE) from low-cost Marcellus and Utica shale ethane.
